The National Gaming Business Council of Ukraine (NGBC) supports the adoption of the State Policy Strategy in the field of gambling organization and operation through 2035 and recognizes the first year of PlayCity\u2019s operation as an important milestone in the development of a new model of state regulation for the industry.<\/p>\n
The Strategy through 2035, together with the practical steps taken by PlayCity, demonstrates the state\u2019s transition toward a systematic, long-term, and risk-based approach to gambling regulation.<\/p>\n
NGBC supports:<\/p>\n
combating the illegal gambling market;<\/p>\n
implementation of Responsible Gambling principles;<\/p>\n
digitalization of regulatory processes;<\/p>\n
adoption of best European regulatory practices.<\/p>\n
At the same time, we believe that the successful implementation of state policy is impossible without establishing a continuous and professional dialogue between government authorities and the legal gambling industry, with the involvement of experts and international partners.<\/p>\n
For a considerable period of time, the Ukrainian gambling market has lacked a sustainable mechanism for representing its consolidated position. As a result, most strategic decisions have been discussed either at the level of individual companies or through ad hoc formats of interaction.<\/p>\n
A strong legal market does not contradict the objectives of state policy. On the contrary, a strong, transparent, and responsible legal market is the primary instrument for reducing the illegal sector and achieving the goals outlined in the Strategy through 2035.<\/p>\n
Today, the state is actively strengthening its institutional capacity through the implementation of the Strategy, the activities of PlayCity, digital monitoring systems, and new regulatory and supervisory mechanisms.<\/p>\n
Under these circumstances, an equally important task is the development of a strong and representative legal gambling industry capable of participating in policy discussions and contributing to the sector\u2019s long-term development.<\/p>\n
NGBC relies on the support of stakeholders from all segments of the market and promotes the consolidation of the industry around common long-term interests.<\/p>\n
